(i). Cephas K. Birungyi; LLB Hons (MUK), DIP. LP (LDC), DIP. ITA(IPA)

Cephas is an Advocate of the High court. He is a graduate of the University of Makerere and holds post-graduate qualifications from various institutions in the U.K., Sri-Lanka and South Africa. He has distinguished himself as a legal and tax consultant. He was the sole representative of the Uganda Revenue Authority (URA) in the Parliamentary Committee of Finance and advised on the drafting of the Income Tax Act 1997 of Uganda. Cephas has negotiated a number of double taxation agreements on behalf of Uganda with Norway, Denmark, Netherlands, India and Mauritius. He has also represented the Uganda Revenue Authority in drafting the Tax Appeals Tribunal Act.

Cephas has worked in various capacities with the Uganda Revenue Authority. He headed the Quality Assurance Section of the Income Tax Department for six years and was the Chairman of the Quality assurance Committee of the East African Revenue Authorities Technical Committee. He has been counsel for URA on several matters before the Tax Appeals Tribunal. Before his resignation he was Deputy Commissioner of Domestic Direct Taxes. Cephas is also presently serving as the Vice Chancellor of the Kigezi Diocesan Synod.

Cephas is member of the Uganda Law Society, The East African Law Society and the International Bar Association where he is a member of the Taxes Committee, the Individual Tax & Private Client Committee and the African Regional Forum.

(ii). Enoch Barata: LLB Hons (MUK), Dip LP (LDC)

Enoch is an advocate of the High Court of Uganda. He is a law graduate of Makerere University. He has attained Post-Graduate legal qualifications with Law Development Centre. Enoch has developed special expertise in the field of corporate, banking and bankruptcy law. He has worked as a Legal Advisor with law firms in Uganda including, Musika, Mugisha & Co and Central Law offices Musika, Mugisha & Co. Since 2000 he has been a law lecturer at the Grotius School of Law & Professional Studies and has recently been appointed to the Board of Directors of Mercantile Credit Bank Limited as a Director.

Enoch is member of the Uganda Law Society, The East African Law Society and the International Bar Association where he is a member of the Taxes Committee, the Individual Tax & Private Client Committee, the African Regional Forum, the Litigation Committee, the Investments Committee, the Banking Law Committee and the Capital Markets Forum.

Resumes of Associates:

(iii). Silver Oyet Okeny, LL.B. Hons (MUK), DIP. LP (LDC), DIP. ITA(IPA)

Mr. Silver Oyet Okeny has had a long and illustrious career in tax administration having started as an Assessor in the Income Tax Department of the Ministry of Finance in Uganda in 1984.  During the course of his career, Silver has had extensive postgraduate tax training mostly with Her Majesty’s Inland Revenue Department of the United Kingdom where he did both the Inspectors and Managers Courses.

He rose through the ranks of tax administration in the Uganda Revenue Authority when it started in 1992 and finished his tour of duty in the year 2008 when he retired as an Assistant Commissioner Audits in the Domestic Taxes Department of Uganda Revenue Authority. He was immediately picked by DFID – Department of Foreign International Development UK to be a consultant for Sierra Leone and improve audit systems in that country and has carried out similar assignments sponsored by the World Bank in Nigeria and Liberia.

Mr. Oyet is qualified as an Advocate of the courts of judicature in Uganda having obtained his Bachelor of Laws Degree from Makerere University and been admitted to the bar following completion of the bar course. He has also attained various post graduate qualifications and attended various courses in the United Kingdom (Inland Revenue), Malaysia and South Africa.

(iv). Twinomujuni George. B.COM(MUK), MA(EPP)(MUK), DIP.ITA (UMI).

George is a graduate of Commerce, a holder of a Master’s Degree in Economic Policy & Planning and a Diploma in Tax Administration.

George has attended various local and International taxation courses/workshops during his career at the Ministry of finance and Uganda Revenue Authority in his 14 years of continuous service. Before his voluntary retirement in 2005 to concentrate on tax and business consultancy, George was heading the Audit section of corporate large taxpayers and has also been a resource person at URA’s training center.

George was a member of the technical committee that interpreted tax laws on technically contentious issues on domestic taxation and also carried out Quality Assurance Audits in URA.

George has been a taxation lecturer at Makerere University for over 13 years and a consultant at Uganda Management Institute (UMI).

George has also been an External Examiner of business Economics & Taxation at UMI and has conducted and supervised various research works at both graduate and post- graduate levels.

(v). Ngobi Jacob B. STAT. (MUK), Dip. ITA (IPA) Dip. F.M (UMI).

Jacob is a graduate of Makerere University and holds post graduate qualifications and certificates from various institutions in Uganda, South Africa and Tanzania namely; 

●          Post-graduate Diploma in Income Tax Administration

●          Postgraduate diploma in Financial management

●          Certificates in Taxation Audits, Double Taxation and International Taxation and Management skills

Jacob was part of the pioneer team that drafted the VAT Statute and VAT regulations. He was part of the team that participated in the successful sensitization and implementation of VAT in Uganda.

Jacob has delivered various papers and has conducted several seminars and workshops on Taxation to both staff of URA and the Taxpayers.

For the 14 years of continuous service, Jacob has worked in various capacities at Ministry of finance and Uganda Revenue Authority. He initiated and developed various Tax Audit Manuals and Pamphlets for URA.

Jacob’s qualifications, participation and hands on experience in the formulation, implementation and design of tax structures and tax administration has made him a distinguished business and tax consultant.

Legal Assistants:

(i). Ivan Gitta: LL.B. Hons (MUK), Dip. (LDC).

Mr. Gitta is an advocate of the Courts of Judicature of Uganda having graduated with honors from Makerere University and obtained post graduate training in legal practice from the Law Development Centre, Uganda’s only accredited institution for bar exams.

Ivan is dedicated to the firms Incorporation and Compliance assignments, mainly handling Company matters such as incorporation, share transfers, mergers, liquidations and compliance monitoring for our clients.

Lately, Ivan was assigned to the Consulting department of the firm and has been working on the firms assignment of modernizing and computerizing the revenue collection systems of the Uganda Revenue Authority which the firm is carrying out together with M/s TATA Consulting Group.

Ivan is also currently studying for the ACCA charter.

(ii). Sheila Ampeire: LL.B. Hons (MUK), Dip. (LDC), Post Graduate Diploma in Income Tax & Revenue Administration.

Ms. Ampeira is an advocate of the Courts of Judicature of Uganda having graduated with honors from Makerere University and obtained post graduate training in legal practice from the Law Development Centre. Sheila has also completed studies for the award of the Post Graduate Diploma in Income Tax and Revenue Administration from the East African School of Taxation.

She is the firms internal research point of call and has been deeply involved in the firms consultancies on Revenue collection and enhancement which the firm is handling together with PriceWaterhouseCoopers on behalf of the Ministry of Local Government of Uganda.

Sheila is assigned to our Tax Litigation matters and is lead assistant for all litigation in the Tax Appeals Tribunal.

(iii). Diana Kasabitti: LL.B. Hons (MUK), Dip. (LDC).

Ms. Kasabitti is an advocate of the Courts of Judicature of Uganda having graduated with honors from Makerere University and obtained post graduate training in legal practice from the Law Development Centre.

Diana was assigned to the Consulting department of the firm and has been working on the firms assignment of modernizing and computerizing the revenue collection systems of the Uganda Revenue Authority which the firm is carrying out together with M/s TATA Consulting Group.

(iv). John Kalemera: LL.B. Hons (MUK), Dip. (LDC).

Mr. Kalemera is an advocate of the Courts of Judicature of Uganda having graduated with honors from Makerere University and obtained post graduate training in legal practice from the Law Development Centre.

He is the lead assistant for all small claims litigation (30 million shillings and below) and is especially dedicated to the firms commercial transactions assignments.

(v). Martin Mbanza: LL.B. Hons (MUK).

Mr. Mbanza has recently concluded his legal training at the Law Development centre and has joined the Firm as a legal assistant. He awaits award of the Diploma in Legal Practice.

Martin is keen on commercial transactions and securities and has been assigned to work under the partners on commercial transactions.

(vi). Patrick Kabagambe: LL.B. Hons (MUK).

Mr. Kabagambe has recently concluded his legal training at the Law Development centre and has joined the Firm as a legal assistant. He awaits award of the Diploma in Legal Practice.

Patrick is keen on Land transactions and conveyancing and has been assigned to work under the partners on land transactions.

(vii). Belinda Nakiganda Lutaaya: LL.B. Hons (MUK).

Ms. Lutaaya has recently concluded her legal training at the Law Development centre and has joined the Firm as a legal assistant. She awaits ward of the Diploma in Legal Practice.

Ms. Belinda is currently working under the partners on consulting assignments and is the lead assistant on the firm consultancy to benchmark and re-draft the tax laws of the Republic of Liberia, an assignment that the firm is working on.

Ms. Belinda is also charged with a wide range of research assignments.

(viii). Dorothy Bishagenda: LL.B. Hons (MUK).

Ms. Bishagenda has recently concluded her legal training at the Law Development centre and has joined the Firm as a legal assistant. She awaits ward of the Diploma in Legal Practice.

(ix). Peter Mugisha: LL.B. Hons (MUK).

Mr. Mugisha has recently concluded his legal training at the Law Development centre and has joined the Firm as a legal assistant. He awaits ward of the Diploma in Legal Practice.

Peter has been assigned to work under the partners on litigation research.
